There's a system called First Fuel Banks where you buy mass quantities of gas, like 500 gallons, and you pay the current price. When the price is above that price, you can buy gas from the reserve you have saved at the First Fuel Banks gas station, where there's no convenience store. When the price is below what you paid, you can go to any other gas station.

This concept isn't everywhere, but it's in places as small as St. Cloud, MN.
